APPOINTMENT PERIOD: Annual renewable 12-month contract. RESPONSIBILITIES: The Controller/Assistant Treasurer serves as the senior member of the Vice-President's staff and acts for the Vice-President in his/her absence. The Controller/Assistant Treasurer assists the Vice-President with many of his/her functional responsibilities and also manages the staff and operations of the Business Office. Specific responsibilities include, but are not limited to, the following: SPECIFIC DUTIES: - Assists in the development and administration of the College's annual budget and related division and department/program budgets. Includes developing a formal budget process for all cost centers. Manage the process by providing appropriate information to cost centers; encouraging participation and interaction between Executive Staff members, deans, chairs and other administrators; document the formal process and policy; develop budget forms with collaborative approvals; provide a budget users guide; and develop tools for cost analysis of new and current programs. - Supervises and manages the businesses office staff to ensure customer satisfaction and efficient operation of the Business Office. Includes providing student accounts, tuition/fee collection and refunds, financial aid processing, collection of accounts receivable, etc. Also is responsible for the office's budget, personnel, assessment, action plans, capital and other purchases, travel requests and other similar functions. - Forecasting and controlling sources and uses of cash to ensure that sufficient funds are available for the College to maintain a positive cash flow. - Serves as principal accounting officer for accounting records and documents including the general ledger and ERP functions implemented in Banner. Includes initiating and issuing standard accounting practices and procedures for all College accounting systems. Ensures compliance with accounting rules and regulating bodies. - Assists with the preparation and distribution of a variety of financial reports, including Annual Reports and monthly statements for both the College and College Foundation, to the Board of Trustees, President, and Senior Staff. Ensures that similar reports are provided to College administrative staff when required. - Assists with the preparation and submission of various reports and other information to the Ohio Board of Regents, Department of Education, auditor and other federal, state and local agencies. - Provides for employee/employer tax forms and payments; and a variety of employee benefit insurance vendor and retirement system payments from payroll activity. - Works collaboratively with Human Resources to provide payroll service for all employees including student workers, including payroll audit and distribution for the College's payroll function. - Assists with activities associated with financial investments and the College's investment portfolio. Includes managing the College's investments; developing and maintaining an investment policy; monitor investment results and ensure they are consistent with investment policy; and ensure policy is compliant with statutory regulations. - Reviews and approves payments from grants awarded to the College. Collaborate with the Grant Coordinator to establish grant budgets; develop proper accounting processes to record grant income and expenditures, and ensure College matching resources are available if required. - Establishes and maintain internal controls to protect the College's resources, prevent and identify abuse, misuse, or fraud. - Assists the Vice-President with preparation and review of contracts for the College. Includes representing the College in contract negotiations and contract administration with external building/construction contractors, food service vendors, cleaning contractors, auditors, vendors for refuse removal, utilities, elevator maintenance, various leases, the campus bookstore and other related agreements. Includes preparing the "RFP" requests for proposals. - Assists the College's purchasing function. Includes maintaining the purchasing policy and procedures, providing appropriate forms - i.e., purchase orders, purchase requisitions, travel reimbursement and providing an equipment inventory control system. Assist with the coordination of the competitive bidding process. - Performs other similar duties as assigned. MAJOR WORK QUALIFICATIONS: Bachelor degree in Accounting, Business Administration or related field required. CPA or equivalent qualification required. Master's degree preferred. At least seven years of progressively responsible success as a financial and administrative leader in a complex organization; higher education experience preferred. Proven ability to manage people and resources is a must as well as the ability to communicate orally and in writing. Must have exceptional abilities and commitment to organize work duties and tasks. Requires superior skills and experience with accounting computer systems including Banner, Excel, Word, PowerPoint, Access, and relational databases. Must have demonstrated commitment to the mission and philosophy of a two-year college.
